Minutes Item - Licensing and Rent levels
Cllr Sophie Linden explained the licensing guidelines and framework. Policy is reviewed every five years. The Council wants to encourage licensed premises in some places, but not others. It has to make sure lives of residents are not affected detrimentally. The Clapton area is a residential area and so licensing has to reflect that. A 12 week public consultation was coming up on the proposed licensing policy.
A discussion took place. Cllr Linden pointed out that there is a legal adviser on the licensing committee to make sure it’s abiding by the law and not hearsay.
A number of residents expressed concerns at the high rent levels in Clapton. Cllr Rathbone outlined a new move by the Council to license landlords and tackle the problem. It was agreed to put this on the website and send to residents.

Joined up working for ward forums, CAP and Lea bridge Ward Forum
It was agreed that Julian Coulden and others would continue the Lea Bridge Neighbourhood Watch for some streets off Upper Clapton Road, including Clevelys, Gunton, and Casimir. The CAP meetings covered the whole ward.
