Minutes:

Regarding the Draft Finsbury Park Supplementary Planning Document (SPD),

There was public consultation on the draft SPD from Monday 1 July 2013 to Monday 12 August 2013. The majority of responses were supportive of the broad objectives of the SPD. Some respondents expressed objections to the demolition and regeneration of Rowan’s as set out in the document. 

 

The SPD will be reviewed against the consultation responses and amended where necessary. The intention is to formally adopt the SPD in February 2014.

School placement projections

Minutes:

Marian Lavelle (Hackney Learning Trust) explained how school place projections are calculated and used to assess the education estate and about current feasibility studies to identify where the additional places can be located. 

 

The school place projections are provided by the Greater London Authority taking into account factors such as birth data, GP registrations, current school rolls, planning applications and inward and outward migration. There are 14 primary planning areas which mainly reflect ward boundaries; planning area 1 includes Brownswood, New River and Lordship. The school place projections indicate that there are sufficient primary school places in the planning area 1 until 2016/17, when additional places will be needed. These figures take into account the regeneration of Woodberry Down and Kings Crescent but not the additional places at Woodberry Down expected to arise from a revised masterplan due to be submitted to Planning in early 2014. An additional 30 school places were made available from September 2012 at Woodberry DownSchool to accommodate the additional children arising from the 1st phase of the redevelopment of Woodberry Down. A feasibility study is currently underway at Sir ThomasAbney Primary School to determine the feasibility and cost of providing an additional 30 places per year group at this school; this will be subject to consultation.

 

Hackney does not have a catchment area policy for prioritising primary school places. Priority is given to pupils in the following order: looked after children, children subject to a child protection plan, pupils with siblings already attending the school and then distance from home to school. Faith and free schools have their own admissions policies.

 

Concern was expressed about the number of primary school places in the ward. There is extensive regeneration taking place in and around the ward and the existing primary school is a small, single form school and is the only single storey building in the surrounding area.

 

Action:

  • To request Hackney Learning Trust to carry out a desktop research to assess the cost of extending Parkwood primary school compared to other options. 

3.

Ward boundary update

Minutes:

The new ward boundaries have been finalised by the Local Government Boundary Commission and the changes will come into effect after the local elections in 2014.

Minutes:

LB Haringey held a consultation on proposed changes to the Finsbury Park outdoor events policy. LB Hackney’s response stating any increased capacity to events in Finsbury Park needs to be supported with improved event management and co-ordination of services to minimise the impact on residents.
