The previous meeting of the Board was inquorate and no formal decisions were taken. The draft minutes of the informal meeting are being presented for confirmation, alongside a repeat of the reports in line with good practice.

7.

Questions from the Public

Minutes:

6.1  The Chair announced that Whilst there were no questions listed as part of the Board papers, there have been some concerns raised about where other questions had then been signposted to from the HWB whether that was to Cabinet or to NEL ICS. She clarified that a re-review of the questions that had been submitted previously would be carried out with a prompt follow up within 5 working days and a full follow up within 10 to 15 workings day. Any errors in terms of where questions had been submitted to would be identified and corrected.”

 

8.

Climate action and health: opportunities for Collaboration

Minutes:

8.1  The Public Health Consultant presented to the Board, highlighting the following:

 

·  Drivers of population health; 

·  Defining climate change;

·  Impacts of the climate crises on population health;

·  Impact of climate related risks on healthcare facilities;

·  Climate change and mental health;

·  Main cause of disabilities and disease;

·  Climate Justice;

·  Social vulnerabilities to climate change;

·  Climate action and health co-benefits;

·  Climate change mitigation and adaptation;

·  Health co-benefits of climate change and climate change mitigation:

·  Health and climate – co benefits;

·  Health co-benefits of climate change adaptation;

·  Individual risk factors for poor health and premature death;

·  Climate change and mental health;

 

Key Questions:

 

-  Do our existing green/climate action plans explicitly, and adequately,

  address the health (equity) risks of the climate crisis?

-  Are there any potential unintended, negative consequences of our plans

  for population health? What mitigating measures can we put in place to

  avoid/minimise these?

-  Where are the greatest opportunities for collaboration to maximise the

  collective impact of our climate action to protect and improve population  

    health (and reduce health inequities) in Hackney?

-  Do we have a comprehensive understanding of the current/future population health impacts of the climate crisis in Hackney, and the potential health co-benefits of local climate action? Do we currently have the data/tools/skills to effectively measure these?

 

8.2  The Strategic Delivery Manager presented on the Climate Action Plan (CAP), highlighting the following:

 

·  Purpose of the climate action plan;

·  Control of omissions;

·  Key terms in the draft CAP;

·  Climate action plan themes;

·  Future suggested engagement approach:

·  Key stages of draft CAP timeline. 

 

Reflections from local NHS/ Green Plans leads

 

 

 

 

8.3  Rebecca Walters highlighted the following feedback from NEL:

 

·  Good opportunity for partners to collaborate on climate change;

·  Work was ongoing on building the social movement and educating people that climate crisis is a healthcare crisis, with GPs currently being trained;

·  Health issues are already arising from the climate crisis;

·  The borough of Hackney was ranked 8th in England for highest numbers of deaths relating to air pollution

·  Adaptation planning would be an opportunity for collaboration;

·  Hospital Emergency teams wished to bring partners together to reflect on the approach to heat waves;

·  Climate dashboards were to be produced which will assist in looking at neighbourhoods care needs.

 

8.4  Juliette Brown highlighted the following feedback from ELFT:

 

·  The importance of collaborative working on climate change;

·  East London Foundation Trust (ELFT) had published its Green plan earlier in the year;

·  The impact of climate change existed in the present with food bills and fuel bills interlinked;

·  ELFT was looking at engaging with staff on climate change and how  healthcare could be delivered in a more sustainable way, with consideration given to how energy and buildings are used;

·  Consideration was being given to how to help the population both practically and psychologically, supporting people to make plans in the event of a heat wave.

 

8.5  Catherine Pelley highlighted the following feedback from Homerton Hospital:

Parks and Green Spaces- 1 year update (Sam Parry) (10 minutes) pdf icon PDF 106 KB

9.1  The Parks Development Manager highlighted the following;

 

·  Work with local people to develop skills with the establishment of a Volunteer Programme;

·  Engagement with local people on ways to improve the borough’s parks;

·  Providing work experience for local children;

·  Young and older people involved in the improvement of parks;

·  Local groups were supported to improve parks;

·  Volunteering work in parks was ongoing;

·  Work in Abney Park Cemetery was ongoing with a more accessible entrance on Church Street and a cafe and classroom, etc;

·  The play area at Clapton had reopened;

·  A number of toilets in parks had been refurbished;

·  Food growing on estates had been introduced;

·  Working to achieve Net Zero by 2031;

·  Sustainability measures had been put in place to adapt to climate change.

 

9.2  The Director of Public Health asked if measures were in place to

measure the health benefits for those volunteering, or wider actions within the strategy. She asked what measures were being undertaken to reduce the carbon footprint and suggested the installation of heat pumps.

 

9.3  The Director of Delivery, City and Hackney Place Based Partnership

  asked if consideration was given to the best way to use land to support

  climate change.

 

9.4  The Parks Delivery Manager confirmed that an assessment of the health

benefits was not carried out and welcomed any partnership work on this. He told the Board that climate change was considered and that a heat pump had been installed in Abney Park Cemetery.

 

9.5  Councillor Williams asked if there were plans for food growing on green

  spaces and asked for an update on tree planting at Hackney Marshes.

 

9.6  The Parks Development Manager confirmed that there was a target for food growing on Council Estates but not on green spaces. A number of trees had been lost because of the hot summer and there were plans to replace these trees.

10.

NHS Funding on Health Inequalities (Dr Sandra Husband) (10 Minutes) pdf icon PDF 70 KB

Minutes:

10.1  The Director of Public Health Update members on NHS North East London Health Inequalities funding award and next steps to implement projects in City and Hackney with this funding. City and Hackney had been successful in securing £900k under the NEL Health Inequalities fund. The Inequalities Steering Group was working with the Population Health Hub who had developed the Bid.  £600000 was to be allocated to work as identified by the Heath Inequalities Steering Group and £300000 allocated to specific proposals some of which were identified in the report.

 

10.2   Francis Haste asked for clarification on what proportion of the funding would be allocated to the Community and Voluntary Sector.

 

10.3  Susan Masters expressed some concern about funding to the Community and Voluntary Sector. She considered that that infrastructure developed would be a help to the Community and Voluntary Sector

 

10.4  The Director of Public Health told the Board that it was difficult to give an exact figure at present but that it was considerable. Support would be provided to the Community and Voluntary Sector and there was potential for ongoing funding for health inequalities with the potential for work with a broader set of Community and Voluntary Organisations

11.

Health and Wellbeing Strategy Action Plan Update (Verbal update) (Donna Doherty-Kelly) (5 Minutes)

Minutes:

11.1  The Principal Public Health Specialist told the Board that work was

ongoing to develop an action plan for the Health and Wellbeing Strategy. A well attended workshop had been held on 27 July 2022 with a further workshop to be held on 17 October 2022 to discuss the draft action plan. The draft action plan would be submitted to the November meeting of the Board.

12.

Pharmaceutical Needs Assessment update (Andrew Trathan) (10 Minutes) pdf icon PDF 74 KB

12.1  The Principal Public Health Analyst introduced the report.  The Board

was asked to note that the Pharmaceutical Needs Assessment (PNA) had now been produced and the statutory duty to publish this document by 1st October 2022 had been met. The Board noted that the PNA had identified no gaps in pharmaceutical services for Hackney.

 

12.2  Susan Masters stated that there was a lack of pharmacies open on a

  Sundays in parts of Hackney with Hackney Downs having half the

  London average. She asked what the long term ambitions were for the

  role of pharmacists in Hackney and whether there were challenges in

expanding the role in the community. 

 

12.3  The Principal Public Health Analyst told the Board that the PNA advisory

Board including colleagues from the NHS and the Council had decided that the findings were satisfactory. She undertook to consult and respond on the matter.

12.4  The Director of Public Health reported that the community pharmacies provision was commissioned by the NHS. It was a matter for the Board on whether to accept the conclusions of the report.

 

12.5  The Chair stated that the health workforce has diversified and grown there would be a need to consider the broader implications around estates and sustainability. 

 

 

RESOLVED:  

 

1.  To note that the PNA report has been produced for publication, meeting the Health and Wellbeing Board’s statutory obligation to produce the

Pharmaceutical Needs Assessment by 1st October 2022.

 

2.  Note that the report has identified no gaps in pharmaceutical services for Hackney

13.

Anchor Collaboration update (Verbal) (Sandra Husbands) (5 Minutes)

Minutes:

 13.1  The Director of Public Health told the Board that the Anchor Collaboration

had been considered by the Health Inequalities Steering Group. A workshop had been convened in August 2022 to decide on a shared vision for Anchor collaboration and to consider the maximisation of resources and the impact on actions. The underlying objective was to have better outcomes for local people. The next step was to bring a report to the Board early in the new year when the new Hackney strategic plan had been adopted and the strategic partnership re-launched, considered to be a suitable location for the matter. Discussion could continue on how to maximise the health impacts at Board meetings.

4.1  The Principal Public Health Specialist updated the Board on upcoming

HWB meeting themes and asked members to get in touch if they had any agenda items to add to the forward plan for 2023.
