Introductions and apologies

Minutes:

15 local people turned out to the Lea Bridge Ward Forum and Community Action Panel (CAP) meetings on Wednesday 17 September 2014 at the Round Chapel, Powerscroft Road, E5 0PU.

 

Lea Bridge Ward Cllr Rathbone and Cllr Gordon present and apologies given from Cllr Oguzkanli.

 

Minutes from the last meeting agreed.

 

Cllr Rathbone explained the reason why the Council has decided to merge the Community Action Panel (CAP) and Ward Forum meetings going forward as a pilot scheme.

 

The next ward forum meeting should be at the St John Ambulance Hall in Mildenhall Road on a Monday or Thursday.

 

The new Members' Update with Ward Forum website has been launched.

The web address is http://membersupdate.hackney.gov.uk/september-2014/leabridge/welcome-to-leabridge-1 NT will send this on to residents who provided their email address.

Plans for the former Tram Depot

Minutes:

Cllr Rathbone briefly updated everyone on the Tram Depot situation to date.

 

A resident gave an update

 

·  In 2010 planning permission was given to LLP Clapton Road who evicted almost every business and artist, but the site has recently been sold on to Upper Clapton Ltd and they are now working on a new plan to submit for planning in the next two years. The site is being advertised for renting to tenants/business again. No development for at least two years. The plan in the interim is to restore roofs and undertake minor improvement works.

 

·  Spaced Up Lettings are managing the lettings for the Tram Depot.

 

Julia Lafferty, a representative from Clapton Arts Trust, provided historical background of the Tram Depot.

 

Clapton Arts Trust supports regeneration and restoring heritage buildings in the area.  The Trust has been campaigning for the depot to become a cultural and arts centre for Clapton. Julia provided some historical background on the depot which was built in the 1860s and only narrowly missed being listed by English Heritage.

Questions from residents

 

·  Will tenants who left be offered the opportunity to return or compensation? Notices were served with a six months notice and tenants accepted the statutory compensation offered, apart from one.

 

·  If the Tram Depot is listed how can it be demolished? Tram Depot was not nationally or locally listed.

 

3.

CAP Meeting

Minutes:

Introductions and apologies

Sergeant Gul Khan and PC Matt Atkinson in attendance. Police have executed two warrants for drugs recently. The team had a stall at the Chatsworth Road Festival on September 6 handing out burglary awareness materials and giving advice to residents. Bike marking sessions are also planned. The minutes from the last Lea Bridge Neighbourhood Watch were agreed. Thanks given to Julian Coulden for taking those minutes.

 

  Burglary

 

14 Burglaries in the last two weeks in Lea Bridge ward. However the police are clamping down and conducting regular patrols of the areas affected.

 

Residential burglary is on the seasonal increase as Christmas approaches. Police have been making a high visibility presence in the area, and have also been out in plain clothes.

 

Burglary awareness and prevention leaflet to be distributed amongst the forum and their neighbours. A pdf flyer will be added to the ward website and available to download.

  Traffic management

 

Traffic an issue in Cleveleys road as a result of a nursery in a house – parking for pick up and drop off. A resident asked if the nursery was legal in a house like that. Consultation with those living in the road did not happen according to residents. Cllr Gordon to enquire about the property at Cleveleys Road– residents to provide the details of the nursery and problem.

 

  Questions from residents

 

What are the planning regulations of running private schools and are there plans to restrict these? Cllr Rathbone explained some of the regulations and the planning process and requirements.

 

A resident said a private school was causing parking problems in Linscott Road. Sgt Khan would check this out and the Community Safety Officer Peter Snow would be informed to see what he thought about the situation. Cllr Gordon would also look into the situation.

 

Sgt Khan to enquire if any parking enforcement support is available near the school.

 

  Metal working at residential property

 

The Community Safety Officer had visited the premises and asked the person concerned to stop the noise. Cllr Gordon had also followed up the licensing problem. It was reported that everything was now quiet in the road at night but the situation needed to be watched.

 

  Anti-Social Behaviour

 

Some issues with cars congregating on the street, playing loud music, on Cleveleys road.

 

  CCTV

 

A resident said that cars have consistently been broken into in the Newick Road area. The Council’s CCTV camera in that location was not working at the time. The police are still aware about the issues, of car damage and car theft.

 

Cllr Rathbone to see if he can get the camera back in that area with the support of the Police.

 

  Parking

 

Residents raised concerns about over parking issues in streets off Lower Clapton Road area eg Newick, Thistlewaite, Mildenhall. Residents had handed in a petition to the Council about the issue. From  ...  view the full minutes text for item 3.
