Petition - Hackney Stands With Palestine Break the Link with Haifa

Since September 1968 the London Borough of Hackney has had a formal twinning relationship with Israel’s third largest city, Haifa. In the light of Israel’s ongoing genocide in Palestine and the ongoing brutal occupation of the West Bank and Gaza, this relationship supports an apartheid and genocidal regime. Hackney PSC, supported by Hackney Stop the War, believes that this relationship violates Hackney Council’s publicly declared progressive values.

 

We, the undersigned, therefore call on Hackney Council to immediately end its twinning with Haifa, and end its complicity with Israel's ongoing crimes.

10.1  From Cllr Soraya Adejare to the Cabinet Member for Employment, Human Resources and Equalities

 

The earliest formal record of African presence in Hackney is 1630. With December 2024 marking the end of the UN International Decade for People of African Descent, can the Cabinet Member please advise on how this is being recognised and the principles of justice and development enacted?

 

10.2  From Cllr Penny Wrout to the Cabinet Member for Homelessness Prevention, Rough Sleeping and Temporary Accommodation

 

In 2021 Hackney introduced significant changes to the eligibility criteria for its Housing Register.  What work has been done to monitor the impact of these changes on overcrowding and poverty levels in the borough and whether it has resulted in any cost savings or additional expenditure for Hackney Council?

 

10.3  From Cllr Anna Lynch to Mayor Woodley

 

Can the Mayor provide an update on the refurbishment of Kings Hall Leisure Centre in Homerton ward and the benefits this will provide to reducing health inequalities?

 

10.4  From Cllr Davis to the Deputy Mayor and Cabinet Member for Delivery, Inclusive Economy & Regeneration

 

Shared ownership schemes are marketed as affordable but often burden buyers with hidden costs like rising rents and unpredictable service charges. Given these issues, will the Council reconsider the use of these schemes in any form of 'affordable' housing quotas, in favour of building more council-owned homes in Hackney?

It is great to hear that work will shortly commence on the Whiston Estate in Haggerston to install solar panels across the estate giving residents access to a new microgrid. Could the Cabinet Member update on priorities to ensure Hackney remains at the forefront of green transition?

Can the Mayor give us an update on the 2023/2024 Manifesto commitment to explore the creation of a Hackney Centre for Human Rights and Social Justice?

 

10.7  From Cllr Ben Lucas to the Cabinet Member for Community Safety and Regulatory Services

 

The pernicious crime of ‘snatch’ thefts is rising in Hackney, with criminals on often illegal e-bikes, regularly acting as part of organised gangs, stealing with impunity. What steps is the Council taking with the Police, other partners, and other councils, to address this urgent issue and provide assurances to residents?

 

10.8  From Cllr Zoë Garbett to the Cabinet Member for for Finance, Insourcing and Customer Service

 

Would you agree that the majority of residents who fall into debt do so because of circumstances beyond their control – and the solution is increased debt relief through the money hub plus co-designed payment plans, not the use of enforcement agencies and bailiffs which stigmatise and aggravate the situation?

Labour Motion: Ending Stigma and Discrimination of the Care Experienced Community

 

Hackney Council notes:

 

1.  Care experienced people face significant barriers that impact them throughout their lives.

2.  Despite the resilience of many care experienced people, they too often experience stigma and disadvantage;

3.  Care experienced people often face discrimination and stigma across housing, health, education, relationships, employment and in the criminal justice system.

4.  Care experienced people may encounter inconsistent support in different geographical areas.

5.  As corporate parents, councillors have a collective responsibility for providing the best possible care and safeguarding for the children who are looked after by us as an authority.

6.  All corporate parents should commit to acting as mentors, hearing the voices of looked after children and young people and to consider their needs in any aspect of council work.

7.  Councillors should be champions of the children and care leavers in our care and challenge the negative attitudes and prejudice that exists in all aspects of society.

8.  The Public Sector Equality Duty requires public bodies, such as councils, to eliminate unlawful discrimination, harassment, and victimisation of people with protected characteristics.

 

This Council further notes:

9.  That care experienced people are a group who are likely to face discrimination.

10.Councils have a duty to put the needs of people facing inequalities of outcome as a result of socio-economic disadvantage, at the heart of decision-making through co-production and collaboration.

11.Hackney Council’s Equality Plan identifies looked after children, care

experienced people and care leavers as a group who are “vulnerable because of life experiences”

12.Hackney’s Equality Plan states the Council will “ensure that services are

taking account of the needs of these groups in policy and practice” by:

 

o  including data and an analysis of the needs of looked after children, care leavers and care experienced children in the Council’s refreshed equality profile that is linked to service planning and equality impact assessment guidance.

o  developing the Council’s understanding of their needs through sharing lived experience of inequalities and of council services.

o  identifying specific proactive actions that are also needed through this needs assessment.

 

13.That looked after children, care experienced people and care leavers have been included in the Council’s new Equality Impact Assessment Guidance and forms, due to being identified as a group of people facing inequality of outcomes locally.

 

This Council therefore resolves:

 

14.That in the delivery of the Public Sector Equality Duty the Council includes care experience in the publication and review of Equality Objectives and the annual publication of information relating to people who share a protected characteristic in services and employment, as outlined in Hackney’s recently adopted Equality Plan.

15.That this Council will continue to treat care experience as if it were a Protected Characteristic.

16.To encourage other bodies to treat care experience as a protected characteristic until such time as it may be introduced by legislation.
