Questions/Deputations Deputation received from Philomena Mongan relating to Hackney New Traveller Site
My name is Philomena Mongan. I have been a resident of Hackney for 35 years. I am an Irish Traveller and I campaign for Gypsy and Traveller housing rights. Hackney is a self-declared anti-racist borough and yet Gypsy, Roma and Traveller communities face lots of discrimination including in housing.
At this Deputation to the Cabinet on the 27th of January, I shall take upon myself to inform you of my community’s concerns regarding the delays in building a new Travellers site. The new site has been in local plans for years, and we were told last Spring that it would be announced imminently. The Gypsy, Roma and Travellers History Month reception in the Speaker’s parlour passed in June, and there was still no announcement.
Meanwhile, Gypsies and Travellers are stuck in unsuitable accommodation. Over this last year alone, our organization London Gypsies and Travellers has worked with 82 Traveller families in temporary accommodation.
For instance, back in 2008 when Hackney’s Travellers were displaced for the Olympics, my 3 sons were kids and now they are adult men with kids of their own. They are stuck in overcrowded accommodation. The new sites were promised to our kids back then and they are still waiting.
Travelling culture dies when there are no sites delivered.
Madam Mayor, Honourable Councillors, can Hackney housing, land and planning departments ensure that the promised site will be on a path to construction in your term?
Is the council aware that a Travellers site can be designed to provide biodiversity net-gains? Our community wishes to contribute to Hackney’s neighbourhoods and environment.
The needs assessment says Hackney needs 92 more pitches. Resources for new sites are available from the Affordable Homes Programme. The Council has a legal obligation not to discriminate or make people homeless. And yet, Hackney lost £2 million pounds from the LLDC on the 30th of November last year, and that was a big disappointment.
In ten years’ time, I’d like to see some of my community sitting where you are now delivering plans for the future of Hackney making it a safe place to live and grow, as is needed. |
